Our team has a century of practical experience with contractor testing, test item development and testing operations. Jay E. Bowermeister, CEO
Mr. Bowermeister founded GITS in May of 2001 to provide licensing exam services to the state of Florida. Previously he was responsible for item development and content management at Experior Assessments, and its predecessor, Block testing. Prior, he was Vice President of Research at Construction Education Information where he directed primary construction codes research programs and taught continuing education classes to construction professionals. He is a Florida class "A" A/C contractor and was a registered mechanical contractor in AL, FL, MS and TN. He holds a baccalaureate degree from the University of Memphis.

Greg Gellar, Director of Operations
Mr. Gellar has led GITS operations as of April of 2009. In his capacity he oversees the daily operations of candidates, tests center licensees, software and content updates. He is responsible for our continuing positive agency and candidate experiences. He was a certified contractor in Florida specializing in residential construction and worked in the field since 1973.

J.R. Carroll, Director of Psychometrics
"Justin ("J.R.") Carroll is the newest member of the GITS team as of 2016. Justin has a varied background which includes psychometrician, software engineer, manager and director. Formerly employed as a psychometrician for Comira, and a psychometric consultant (test development specialist) for the State of California working with law enforcement, Justin has experience with some of the nation's largest testing organizations and accredited certification companies in the areas of psychology, veterinarian medicine, sports, culinary, police, fire, EMS, and finance. He has also provided both public member contributions to IRB's, and sat on the Board of Directors for a Crane Operators' certification organization working intimately with NCCA/ICE in filing for national accreditation. Justin specializes in both classical test theory and item response theory (including Rasch modeling). The combination of advanced statistical knowledge, senior management experience, team leadership abilities, and his deep understanding of software development and architecture makes Justin an asset not only to the GITS team, but also to every GITS client."

George Zuniga, Director of Information Technology
Mr. Zuniga has been with GITS since 2007. He has played a key role in the technology and security systems of GITS at the corporate office and licensee locations. As with many information technologists, George is actively updating his skills and certifications to meet the demands of daily internal needs and to provide a positive agency and candidate experience.
